To meet the HPP Healthcare Coalition capability requirements, HPP sub recipient hospitals are encouraged to complete a series of performance measures to be eligible for sustainment and regional project benefit. The NCTTRAC performance measures for current YR 13 HPP include: HPP YR 12 End Of Year Assessment, monthly communications drills, periodic No-Notice DSHS Whole Bed Requests, and participation in a regional functional-level exercise with submission of appropriate After Action Report documentation on file with NCTTRAC.

  Annual Exercises
For HPP YR 13 (July 2014- June 2015), hospitals may complete one regional functional-level exercise annually. This exercise should be an operations-based functional or full- scale exercise demonstrating participation with multiple hospitals, the community, public agencies, and partners. Exercises involving only one hospital will not satisfy this performance element. NCTTRAC will continue to provide an opportunity each year for hospitals to complete this requirement. Hospitals choosing to participate in a NCTTRAC sponsored regional exercise will be provided all supporting documentation to include the exercise-specific After Action Report, Exercise Evaluation Guide and Exercise Notification to DSHS. It will be the hospital’s responsibility to complete and summit all required exercise documentation in order to receive credit. NCTTRAC’s Training and Exercises Coordinator is available to support development and technical assistance for hospitals if needed.

  Bed Reporting
HPP sub-recipients will also be responsible for completing periodic No-Notice DSHS Whole Bed Requests. These requests are per state requirements and will not be known in advance. The report will include the number of available beds and ventilators by category. This measure is subject to change, pending DSHS’ request schedule.   Regional Communications & Crisis Applications Drills
Hospitals may complete one communication drill per quarter to demonstrate proficiency in the use of available, redundant communication methods between hospitals, local Emergency Management partners, and the TSA-E Medical Operations Center. Redundant methods may include but are not limited to radios (HAM, commercial) and satellite phones or radios. NCTTRAC will provide monthly opportunities for hospitals to complete their quarterly requirements. Hospitals will be expected to coordinate individually with their local Emergency Management agencies and send confirmation upon completion. Surveys are a major component of the performance measures. Each year the HPP sub-recipients will be required to complete periodic surveys. NCTTRAC has provided hospitals an opportunity to complete the baseline assessment in order to capture hospital’s feedback on current year goals and objectives and provide input for next year’s efforts and scope of work development. Future surveys will continue to be completed through the E*TRACS system. Hospital EPCs will be notified via email when the survey is open for completion.
